Dr. Hu has over 21 years of experience in hydrology, flood insurance studies, real-time operational flow forecasting, hydraulics, sediment transport, and multi-dimensional hydrodynamic and sediment and contaminant transport modeling in rivers and estuaries.

Dr. Hu is a leading hydrologist. His specific experience includes large-scale rainfall/snowmelt-runoff modeling, flood frequency analyses, statistical analyses of hydrologic data, probable maximum flood, and desert hydrology. Since 2001, he has been involved in the Corps Water Management System (CWMS) implementation for basin-wide real-time flow forecasting to seven basins across the nation. He adapted an innovative hybrid flood frequency regression method to reflect significant effects from sporadic thunderstorms in eastern Washington and Oregon. He also applied the same approach to California’s desert regions. The equations he developed are now adopted by Caltrans in the current Highway Design Manual.

His hydraulic experience includes 1D unsteady flow modeling of more than 1,000 miles of rivers in WA, GA, AL, and FL, 2D EFDC hydrodynamic and sediment transport modeling of the Lower Willamette River in Oregon, 2D RMA2/SED2D hydrodynamic and sediment transport modeling of the Columbia and Missouri Rivers, 3D EFDC modeling of Puget Sound, and 2D/3D EFDC pesticide fate and transport modeling in 5 rivers/estuaries/bays across the nation.

He is an HEC-ResSim expert. He has been playing an important role in the Columbia River Treaty 2014/2024 Review Studies using HEC-ResSim. He worked with Puget Sound Energy to perform a state-of-the-art review of reservoir optimization model and developed an Excel reservoir short- and long-term operation model for the Baker River Project.

Dr. Hu's geomorphology experience includes flow regime analysis, bridge scour analysis, headcut analysis, scour monitoring, geomorphic analysis, channel stability assessment, and development and implementation of field sampling plans.

Dr. Hu was the past Chair of Northwest Regional Floodplain Management Association, and a member of ASCE’s Surfacewater Hydrology Technical Committee.
