Big Creek Dams Emergency Action Plan (OR)
The City of Newport has two earthen water supply dams, No. 1 and No. 2, which are located on Big Creek. Dam No. 1 was constructed in 1950 and has a storage capacity of about 200 ac-ft. Dam No. 2 was originally constructed in 1968 and was enlarged in 1975. Dam No. 2 has a storage capacity of about 900 ac-ft. Due to a significant threat to life and property in the event of failure, the city’s dams are classified as high hazard. It is recognized that an Emergency Action Plan (EAP) is an important element for all facilities that pose a significant downstream threat to life and property.

WEST Consultants conducted dam breach inundation studies, mapping of flood hazard areas, and preparation of an Emergency Action Plan that identifies potential emergencies and required responses.
