WEST is uniquely qualified to provide reservoir operations services to its clients. WEST is highly experienced in the development and application of HEC-ResSim and RiverWare reservoir operations models, including coding complex rules to address multiple objectives such as power generation, fish and wildlife requirements, and flood pool operations. Uniquely, our staff has actual hands-on experience in real-time reservoir operations for multi-purpose reservoir systems for the U.S. Army Corps of Engineers and the U.S. Bureau of Reclamation. In addition to traditional reservoir operations, WEST has developed expertise in state-of-the-art forecast informed reservoir operations (FIRO). For example, to mitigate the risk of using emergency spillways at Pyramid and Castaic Lakes, WEST developed a forecast informed emergency operations plan. We also have in-depth project experience in updating water control manuals and in the development of drought contingency plans and emergency action plans.
